Got a link? I am pretty sure the reason behind tomes was learning skills.
Like it or not people you need to wise up. Players want to play the game, not stand in town spamming WTB just so someone can try to scam them with a stupid price. If you like standing in town spamming WTB great more power to you I am pretty sure the majority of us want to play the game.
Look around, the number of people playing the game is going down and the number of people selling low end stuff is going down faster. The only time people want to go to Kamadan is when they have something worth 100k +E they want to sell.
I get PM from people all the time wanting to buy stuff because they are tired of standing in Kamadan spamming to get perfect mods.

Unlike scrolls, Tomes have no price.
They are like special trophies, but they are not change in collectors, they are the reward themselves. So adding traders for them would be like adding traders for anguish Gems or Hero armors.
The only place I can imagine to sell them is the Xunlai Marketplace. But there is no Xunlai Marketplace, so they should add a Xunlai Marketplace.

Tomes and Elite tomes are one of the only spoils i get in HM since lockpicks drop in GWEN in NM

It would be at least as useful as a weapon mod trader would be. As useful as a rune trader already is!
It would be a straight improvement from the current situation.
It would save me a lot of storage space - I would never need to keep any tomes just for the case I would need one quick. Same as it already is with Runes / Insignia - I never need to keep any in case I need them later - I just sell all to trader and buy when needed.
It's a trading improvement so it would also save a lot of time.
And there's no way this trader would reduce the value of HM drops. Rare material trader reduces ecto prices? No. Trader NPC only helps in trades between players, reflecting the real average market prices with his buy/sell prices.

Actually I'd just stick them in the scroll trader, he isn't doing much.
For all those whining about "no I want props for doing HM" - this makes selling your excess tomes a billion times easier, meaning you get more money. Same way that ZRank earns PvPers oodles of plat.
As for "trainers are useless" - Elite tomes for most classes are over (sometimes well over) 1k, meaning you pay a premium for the convenience. If regular tomes fall below 1k, I'd say normal skills being cheaper is a good thing, its much whined about in the deflated economy. Additionally, you have to unlock the skills first anyway before the tomes do anything, meaning new players are still going to hit the trainers for most of their needs.

LOL @ posts above.
So trade improvements are bad? Trading should not be too easy? WTF?
Tomes are already there, you can buy them from people, it just takes TIME, just as selling them does.
So it's a straight improvement - save time and save storage space.
It would be a great help for both buyers who want a skill and people who want to sell unwanted tomes fast.
It doesn't affect game difficulty or balance at all!
It doesn't make skill trainer obsolete - skill trainers allow skill Unlocking, tomes require the skills being unlocked.

Again such a stupid idea...........
Anet put in some other drops like the Tomes so people can find other things
than they are used to..
And than some lasy person that dont want to spend time in getting skills
want A Tome Trader...
Why o Why I ask myself are people like that playing games as GW instead of
a unpatient FPS game

Look at 3 more awesome posts above! Great arguments there, congrats.
Using the analogy, Rune Trader is bad too?
He takes out the challenge of the game!
A Lasy person that dont want to spend time in getting runes wants a rune trader! Ohno, it must be a serious argument!
and lern2farm runes too, right?

No thanks, I'd prefer the price of tomes not dropping to 50g.
If you don't believe me just look at the rune trader.
